The government of Timor-Leste recognizes gender-based violence as a serious social problem in Timor-Leste and has identified the Law Against Domestic Violence as a priority in the National Development Plan (2002), the Sectoral Investment Programme for Rights, Equality and Justice, and as part of its achievement of the Millennium Development Goals.
The domestic violence legislation was drafted by a Legal Team and harmonised with the Penal/Criminal Code during 2005. The Law was passed in May 2010.
