The Ministry of Women's Affairs has developed its next strategic 5-year plan to guide all relevant stakeholders. Programmes and projects addressing gender-based violence that are developed together with international development partners follow the Strategic Plan (equivalent to a national policy on women).
The mission of the Five Year Strategy-Neary Rattanak III (Women are Precious Gems) (2009-2013) is to ensure that women and girls enjoy equal access to services and control of resources, with equal opportunity to take part fully in national life and enjoy protection against all forms of discrimination and violations of their human rights.
The Neary Rattanak III focuses on five strategic areas, along with a gender mainstreaming program for national policies, reform programs and sectors. It also includes a cross‐cutting area.
The five strategic areas are as follows:
1. Economic Empowerment of Women;
2. Education of Women and Girls, Attitudes and Behavior change;
3. Legal Protection of Women and Girls;
4. Health and Nutrition of Women and Girls, and HIV/AIDS;
5. Women in Public Decision‐making and Politics.
